Aboubacar Fall is a Partner of GENI & KEBE, a full service commercial law firm based in Senegal with affiliate offices in 14 countries across Africa. 

Named in Financial Afrik as one of the 100 economic and financial influencers in Africa, Dr Fall has practiced law in Senegal and France as well as being Principal Legal Counsel of the African Development Bank (AfDB), during which time he designed and implemented legal and institutional reforms of the mining sector in Guinea, including the re-negotiation of its mining contracts. 

In 2013, the Senegalese government engaged Dr Fall to co-author the World Bank funded study “The Legal and Fiscal Framework of the Mining Sector in Senegal”.  The diagnostic report became the basis for the revised mining legislation that is expected to be passed during 2016.

Dr Fall is also the Director of the United Nations Institute for Training and Research (UNITAR)’s online course on “Governance of Extractive Industries” and was the Moderator of the ALSF funded international seminar designed to train Chadian government officials in the negotiation of Mining and Oil & Gas Investment Contracts in 2013.
